A.    Background

Government of Bangladesh is committed to strengthen digital health in each programme and EPI-DGHS is way ahead to achieve this goal. Now EPI is plaining to develop E-Learning platform for health staffs. The e-Learning platform will use as digital learning approach to provide Health staff with access to essential health information and training resources. As per IVD Work plan WHO BAN will provide technical support to the EPI GoB.  

B.    Objective of the program:

The E-Learning platform will use as digital learning approach to provide Health staff with access to essential health information and training resources. It will include a range of learning resources in online, such as videos, quizzes, and interactive modules. This platform also includes a feature that allows EPI staff to track their progress and performance, enabling them to identify areas for improvement and enhance their skills. BAN IVD will hire consultants to develop this platform. 

C.    Job Description

Under the guidance of the WHO Team Lead IVD and the direct supervision of Data Manager the incumbent will perform the activities to support MIS and EPI Programme as

described below:

1.      Collaborate with cross-functional teams to design, develop, and deploy high-quality software solutions and design client-side and server-side architecture.

2.      Build the front-end of applications through appealing visual design

3.      Develop, customize and manage well-functioning databases and applications like e Learning platform, IND, Monitoring and Supervision, VPDs and AEFI Surveillance.

4.      Experience with version control systems, particularly Git, and proficiency in using collaborative development tools such as GitHub or Bitbucket and can write effective APIs.

5.      Contribute to architectural decisions and technical design discussions

6.      Test software to ensure responsiveness and efficiency

7.      Troubleshoot, debug, upgrade software and create security and data protection settings

8.      Build features and applications with a mobile responsive design

9.      Excellent problem-solving skills, attention to detail, and ability to thrive in a fastpaced, agile environment. Experience With handling several Content Management System.

10.  Work With data analysts to improve software.

11.  Any Other task assigned by the supervisor

D.    Required Qualifications:

Education:

Minimum Bachelor’s degree in Computer Science, IT or related field.

Experience:

Ø  Minimum five years’ experience on development of Cross-platform (Android, iOS) and Web Applications. 

Ø  Working experience in the MIS-DGHS environment will get added advantage.

Required Skill :

Ø  Proven experience as a Full Stack Developer or similar role

Ø  Experience developing desktop, web and mobile applications

Ø  Experience developing eLearning platform for Health programme.

Ø  Knowledge of multiple front-end languages and libraries (e.g. HTML/ CSS, JavaScript, XML, jQuery, Bootstrap)

Ø  Knowledge of multiple back-end languages (e.g. C#, Java, Python), Dart and Flutter and JavaScript frameworks (e.g. Angular/React, Node.js), Moodle.

Ø  Familiarity with databases (e.g. SQL(MySQL, PostgreSQL), NoSQL(MongoDB), web servers (e.g. Apache) and UI/UX design

Ø  Excellent communication and teamwork skills

B.    Consultancy Fee:

Monthly salary:  The Application Developer consultants will get BDT 153,695/- per month.
