Job Context

Duty Station: Any Division in Bangladesh with extensive field visit

Reporting to: Child Protection Specialist, UNICEF, Bangladesh

A.    Purpose:

The assignment is to assist in providing technical support to the justice sector government counterparts at the decentralized level under the Ministry of Law, Justice and Parliamentary Affairs, Ministry of Home Affairs, Police Headquarter, Department of Social Services and other relevent stakeholders in Bangladesh to facilitate implementation and monitor the activities of the technical project in partnership with above mentioned government agencies as per the Annual Workplan and Field based work plan between UNICEF and the Government. The position is field based particularly to ensure the followings:

·         Facilitate coordination and collaboration among justice sector work forces to follow the process and support quality of service provisions and assist in taking necessary corrective measures throughout the programme cycle in consultation with the technical experts to support project management team.

·         Assist in taking active role in achieving the objectives by facilitating the process and procedures of child justice systems and progress monitoring of the project activities at the field level.

·         Assist in collecting data and information as required and assist in knowledge management activities such as capturing progresses, documenting implementation processes, challenges and risks, and sharing project learnings for donors and other reporting purpose.

·         Assist in planning, budgeting, and implementing the activities as per the Field Office Implementation Plan (FOIP) in line with goal and objectives of the programmes.

Compensation and Other Benefits

D.    Consultancy Cost:

The consultants will get BDT 125,000.00 per month for 12 months as a consolidated package including local travel.

E.    Administrative issues:

1. Consultant will be based in the division with extensive field visit to intervention sites/districts as required and report to Supervisor and Project Director.

2. Monthly activity and as per deliverables will be submitted to the supervisor and submit plan for the next months.

3. If the consultants are required to travel outside their duty station, prior approval from the Supervisor will be required. Travel and DSA will be reimbursed as per project policy.

4. UNICEF will not provide consultant with office space.

5. Stationery, communication and other office equipment costs will have to be borne by the project.

6. Consultant will be responsible to pay all taxes as per government rules and regulations.

F.     Profile Requirements Qualification Skills:

Education:

·       Advanced university degree in Law, Criminology, Human Rights, Social Work, Development Studies or a related field

Work Experience:

·       Minimum 5 years of relevant professional work experience in programme management and monitoring at field level.

·       Knowledge of the latest development of child protection, justice for children and legal reforms and international standards

·       Experience in coordination with government counterparts and civil society organizations

·       Prior working experience with international organizations and UN is an asset

·       Experience in working with the government and familiar with the government procedure

·       Excellent communication and presentation skills

 

Other skill-based requirements:

·       Excellent command of written and spoken English & Bangla.

·       Advanced computer skills with excellent knowledge and skills of all basic computer programmes

·       Experienced and ready to extensive travel and able to handle logistical arrangement etc based on local reality

B.    Background:

UNICEF Bangladesh has been providing technical assistance to multiple ministries engaged in strengthening justice for children system that includes ensuring the rights of protection of children in conflict and contact with the law through partnership with Ministry of Law Justice and Parliamentary Affairs, Ministry of Home Affairs and Department of Social Services including Police Headquarter as primary stakeholders including Bangladesh Supreme Court, National Human Rights Commission (NHRC) and National Parliament are the other stakeholders who have been directly and indirectly contributing to shaping the justice system in Bangladesh.

 

One of the major areas of Child Protection Programme in Bangladesh is to strengthen the legal and policy framework designed to support the implementation of multisectoral coordinated plans of action to ensure access to justice and protection for children in contact and conflict with the law including disadvantaged children at national and decentralized level. Therefore, it is crucial to provide the technical assistance to the field level actors under multiple ministries, PHQ and the Supreme Court to achieve the planned results of the RAWP of 2024-25 in the area of ending violence against children and ensuring justice for children.

 

Thus, one (1) full-time consultant as Field Coordinator -Justice for Children, who is experienced in planning, management, implementation and monitoring of the field level interventions and facilitate coordination among the multiple actors in justice sector and to ensure the timely and quality of the implementation of the activities of RAWP and FOIP 2024-2025 will be recruited.

C.    Deliverables:

The Field Coordinator-Justice for Children will work under the technical guidance of the Supervisor and in close coordination with Project Management Team. His/her role will be very much to “facilitate’ the activities to be managed by justice sector officials in the districts under the Division the consultant will be assigned.

 

Key Responsibilities:

  • Regular visits to the police stations and provide technical assistance to increase the application of noncustodial measures and alternative care in association with the probation officer for the children coming or brought to the police stations.
  • Maintain liaison and networking with Government and Non-Government Legal Aid Service providers to ensure the legal representation of children.
  • Maintain liaison with UNICEF Zone Office, relevant social workers (DSS or UNICEF project recruited) to facilitate comprehensive support to the children in need of care and protection.
  • Take the lead in organizing all field-level events organized by the project.
  • Attend all pertinent district and upazila level meetings convened by GOB concerning the implementation of the Children Act 2013 and provide necessary technical inputs accordingly. 
  • Collect information in specified formats, compile, synthesize data, prepare monitoring reports and send them to the Supervisor and the project.
  • Prepare case study of children who benefitted by the alternative measures.
  • Keep close contact with Project Office at Dhaka and ensure reporting and documentation.
