A. Purpose
The purpose of the assignment is to support the Management Information System, Directorate General of Health Services for server and system maintenance of vaxepi.gov.bd system for immunization:
- To ensure the smooth operation of the HPV and routine Vaccination Apps with self and suggestive registration and to continue the support in improving immunization coverage nationwide under the HPV vaccination campaign project including support in the implementation of Routine EPI smart registration systems/ Citizen Portal.
- Technical assistance will be provided to MIS, DGHS in the deployment of the vaxepi.gov.bd system for citizen portal, EPI e- tracker, Data Integration and sharing, managing Share server, database, application-level authentication, and technology-based innovations to reach the vulnerable children with quality and equity of immunization services.
B. Background
Human papillomavirus (HPV) vaccination is a critical intervention to prevent cervical cancer and other HPV-related diseases. However, ensuring high coverage rates for HPV vaccination requires efficient registration processes that are accessible and user-friendly. Developing an HPV Vaccination App offering self-registration and suggestive registration features can significantly enhance vaccination campaign effectiveness and reach.
Developing this HPV and routine Vaccination App with self and suggestive registration features can significantly enhance the efficiency and coverage of HPV vaccination campaigns. By providing a user-friendly platform for registration, education, reminders, and monitoring, the app can empower individuals to take proactive steps toward HPV vaccination and facilitate targeted outreach efforts to maximize vaccine uptake.
The primary objectives of the HPV and routine Vaccination App with self and suggestive registration are as follows:
- Simplify registration process: Provide an intuitive and user-friendly platform that allows individuals to self-register for HPV and routine vaccination by their Birth registration ID, eliminating the need for time-consuming manual registration processes.
- Increase vaccination coverage: Facilitate suggestive registration by leveraging available data sources, such as school records, to identify eligible individuals who may not have self-registered.
- Enhance communication and education: Utilize the app to provide accurate and up-to-date information about HPV vaccination, addressing common concerns and misconceptions to improve vaccine acceptance.
- Promote timely reminders and follow-ups: Incorporate reminder functionalities within the app to notify users about scheduled vaccination appointments, and any additional information related to the vaccination campaign.
- Monitor vaccination coverage: Collect real-time data on vaccination coverage through the app to enable timely decision-making, identify areas with low coverage, and target outreach efforts accordingly.
- Web admin portal: a web-based portal for administration and generating reports.
The target audience for this application is individuals who have received or are planning to receive the HPV and routine vaccine.
C. Objectives and Expected Results
The objective of hiring a consultant is to ensure the smooth operation of the HPV and routine Vaccination Apps with self and suggestive registration and to continue the support in improving immunization coverage nationwide under the HPV vaccination campaign project including support in the implementation of Routine EPI smart registration systems/ Citizen Portal. In addition, technical assistance will be provided to MIS, DGHS in the deployment of the vaxepi.gov.bd system for citizen portal, EPI e- tracker, Data Integration and sharing, managing Share server, database, application-level authentication, and technology-based innovations to reach the vulnerable children with quality and equity of immunization services. This consultancy will greatly contribute to leveraging UNICEF’s priority results through DGHS in Bangladesh under the Gavi HPV vaccination campaign project.
The Consultant will work to continue to ensure the smooth operation of the HPV and routine Vaccination Apps with self and suggestive registration and to continue the support in improving immunization coverage nationwide under the HPV vaccination campaign project including support in the implementation of Routine EPI smart registration systems/ Citizen Portal.
In addition, technical assistance will be provided to MIS, DGHS in the implementation of the vaxepi.gov.bd and EPI e-tracker, dashboards, and technology-based innovations to reach vulnerable children with quality and equity of immunization services nationwide.
The consultancy of ‘DevOps Engineer Consultant’ is essential to maintain the apps –
- Performance: speed of processing, load capacity, efficient use of communication data channels
- Accessibility: Web-enabled and capable of operating offline for routine workflows, mobile optimized, GPRS compatible for GSM data exchange, local server, or cloud-based hosting options
- Compatibility: includes open standards for data exchange includes open standards for data exchange of key metadata, facilities, and products, (interoperability) using industry data standards (e.g. GS1 and HL7), support for data acquisition from barcode readers, and remote temperature monitoring devices.
- Usability: ease of use and learning, user-centered configuration, real-time data verification and feedback, calculated values, user guides/FAQ/training manual.
- Reliability: recoverability, accommodates irregular power and connectivity
- Security: firewall, access privileges, audit ability, etc.
- Maintainability: documentation, software support, local administration control, etc.
- Portability: accommodates changes in ICT infrastructure, extensibility for new services or functionality.
D. Description of Assignment
The consultant during the contracting period will support the MIS, DGHS to maintain it’s application, server, and database system for vaxepi.gov.bd system for citizen portal, EPI e-tracker and will bring changes in the system as per the instruction from the MIS, DGHS and UNICEF. In addition to this, the consultants will support the MIS in the deployment of the vaxepi.gov.bd system for citizen portal, EPI e-tracker, Data Integration and sharing, managing Share server, database, application-level authentication, and technology-based innovations.
Payment to the consultants will be made on a monthly basis and based on the monthly progress report accepted by Senior System Analyst of the MIS, DGHS. The consultants will be overall responsible in line with the jobs mentioned below:
- Deploy applications as per requirement and decide on deployment design.
- Maintain Application platform during the campaign and other times.
- Deploy database schema and update changes as per Application team requirement.
- Prepare monitoring, logging, and service alert platforms for production infrastructure.
- Maintain database clusters and maintain health.
- Scale database and application stack and balance load as per application requirement or workload based on vaccine campaign.
- Provision of compute and storage resources as per application deployment design as well as database and other storage clusters
- Ensure and monitor the security layer of the entire application and database along with the data stack.
- Prepare and execute automation script wherever required for database and application.
- Ensure application, load balancer, and all sorts of configuration backup as well as database backup.

The assignment is designed for the duration of 12 months, where the below tasks are expected:
- Progress report of applications deployment as per requirement and decide on deployment design.

- Status of preparation of monitoring, logging, and service alert platforms for production infrastructure.
- Progress of maintaining database clusters and maintain health.
- Progress of scaling database and application stack and balance load as per application requirement or workload based on vaccine campaign.
- Progress of provisioning of compute and storage resources as per application deployment design as well as database and other storage clusters.
- Status of monitoring the security layer of the entire application and database along with the data stack.
- Progress report on preparation and executing automation script wherever required for database and application.
- Progress on ensuring application, load balancer, and all sorts of configuration backup as well as database backup.
- Final deliverable report.
F. Qualification Requirement
- A Bachelor of Science (B.Sc.) in CSE/EEE degree is required.
- A minimum of 7 years of professional work experience as a System Administrator, preferably work experience with BCC or MIS, DGHS
- Proven experience in Webservers, Web Load Balancers, and Java-based application engines.
- Experience in tuning resources regarding web-based applications.
- Proven Experience in large-scale user-based web application deployment.
- Experience in configuration and deployment of web applications with Distributed Systems.
- Experience in tuning NGINX, and Apache webservers.
- Experience in log analysis of servers, such as Tomcat.
- Experience in Cache management using Redis cluster.
- Proven experience in ReactJS, AngularJS, and Java application deployment
- Experience in tuning Operating Systems based on the nature of the web application.
- Proven experience in RDBMS Database Clusters like PostgreSQL Cluster, MySQL NDB, Cluster, MySQL/MariaDB Galera Cluster
- Experience in Deployment Automation using Ansible
- Experience in Query Routing using PGPool-II, ProxySQL
- Experience in Deployment and integration of Monitoring Platforms using TSDB, Grafana
- Experience in Deployment and integration of Service Alert Platform using Nagios
- Experience in Deployment and integration of Log Analyzing Platform using ELK
- Experience in Linux Platforms (CentOS/RedHat/Ubuntu)
- Experience in handling infrastructure in various public and private cloud platforms.
- Preference would be given to candidates with working experience in the surokkha.gov.bd
- Working experience and familiarity with the health program of the Ministry of Health and Family Welfare, international organizations, or any other agencies will be an asset.
- Fluency in English is required. Knowledge of software development is an added advantage.
Compensation and Other Benefits
G. Administrative Issues
- The consultants will report to the Health Officer (eEPI), UNICEF and the MIS, DGHS to submit the deliverables outlined under reporting requirement.
- For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
- If the consultant is required to travel outside their duty station, prior approval will be required, then travel and DSA costs will be reimbursed at actuals.
H. Consultancy Cost:
- The consultant will get BDT 130,000.00 per month as a consolidated package.
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations
