A. Background:
Since the massive influx of Rohingyas to Cox’s Bazar in Aug 2017, established health facilities faced repeated outbreaks from emerging infectious diseases with the potential to cause outbreaks and epidemics.The likelihood of the emergence and rapid transmission of high-threat pathogen diseases has increased considerably in the protracted humanitarian emergencies due to refugees living in overcrowded, overburdened spaces, with little or no access to basic health care services and environmental infrastructure
Between 2018-23, a number of disease outbreaks confirmed and responded in the refugee camps include diphtheria, measles, water-borne diseases like Cholera, vector borne disease like dengue fever, malaria, and others like COVID-19. These infectious diseases continue to pose major public health problems in the camp setting with high number of mortalities and morbidities and pose challenges for effective control. WHO continued to provide technical, and operational support to the health facilities affected by different disease outbreaks
There are limited, cohesive and inclusive camp focused strategy for prevention, containment and control of emerging and epidemic-prone diseases
Under the public Health Response Unit, the officer is required to support the readiness, preparedness, and response capacities to emerging infectious disease outbreaks, support the health sector partners and document impact and good IC practices in camp settings.
B. Purpose of the Consultancy
The officer is expected to work close with Health Sector Partners with the IHP team and all technical pillars in supporting multi-disease outbreak and other mechanisms to strengthen the capacity of Health Facilities to better prepare, prevent and control disease outbreaks in camp settings.
C. Terms of Reference
Under the overall supervision of the Head of Sub-office and direct supervision of the Public Health Response Officer in the UN AGENCY Cox’s Bazar emergency sub-office, the incumbent will be required to carry out the following responsibilities:
1. Assess IPC capacities and practices in Health Care Facilities, Field Hospitals and advise on standard IPC practices
2. Assess training needs, develop training plans and conduct IPC training for Health Care Workers in Camp settings
3. Provide supportive supervision and hands-on training to strengthen the IPC measures in the Health facilities
4. Document IPC-related best practices/lessons learned in the Rohingya camp settings
5. Support IM Team to develop an online IPC Scorecard dashboard
6. Provide need-based Technical support to District Sadar Hospital
7. Participate in EPI (IPC) Technical Working Group regularly and provide updates to Health Sector partners periodically
8. Promote cross-cutting engagement with other thematic areas and with end-user groups.
a. Develop IEC on IPC for the service providers and service seekers from TB van and health facilities
b. Coordinate with RCCE technical focal point to update/develop public health messages focused on IPC for key biological hazards identified by Epi Working Group, Cox’s Bazar.
c. Review and update the approved IPC messages on COVID-19 and tailor it for all other respiratory diseases/medical conditions aligning to the case definition and surveillance harnessed by IEDCR for Influenza Like Illness (ILI) and Severe Acute Respiratory Illness (SARI)
d. Strengthen supportive supervision of TB vans on IPC practices with the existing supportive supervision checklist
e. Provide supportive supervision of the WASH-FIT supported health facilities by UN AGENCY Emergency Sub Office for Cox’s Bazar
f. Closely coordinate with Water, Sanitation & Hygiene (WASH) + Health Care Waste Management pillar in the following areas:
· to assess the compliance on IPC practices in the health facilities
· provide supportive supervision of the WASH-FIT supported health facilities by UN AGENCY Emergency Sub Office for Cox’s Bazar
· facilitate capacity building on WASH FIT

G. Consultancy Costs:
Monthly Salary: Each Consultant will get BDT: 1,44,044/-
Other benefits:
· Casual leave (10 days per year); Sick leave (14 days per year);
· Annual Leave (18 days annually after one year)
H. Administrative Issues:
· Office place: The working station will be in the UN Agency’s Emergency Sub Office- Cox’s Bazar.
· The consultant will be responsible for paying all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

E. Required Qualifications:
Education:
Essential:
· Four Years of university degree and a Master's degree in public health or health-related sciences.
· Specialized training in the area of IPC from an accredited/recognized institute.
Desirable:
· Advanced degree in nursing, medicine, pharmacy, microbiology, epidemiology, or related field.
Experience:
Essential:
At least five years of professional experience in public health including demonstrated experience working with multidisciplinary counterparts, developing, implementing, and evaluating infection and prevention control policies, procedures, and tools in low resource settings, and outbreaks and or health emergency response.
Desirable:
Previous experience with UN AGENCY/UN organizations, international institutions, health cluster partners, humanitarian organizations or nongovernmental organizations, particularly in developing countries and refugee settings.
