E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Duty Station: Dhaka (with weekly field visits to all divisions)

Contract Duration: 6 Months

Reporting to: Child Protection Manager

A. Purpose:

This ToR aims to engage an expert on handicrafts who would visit different areas of  Bangladesh where  Child  Protection  Community  Hubs are established by the government of Bangladesh and build up the capacity of children and community members on handicrafts. S/he will also develop a module on handicrafts. Besides, s/he will ensure the participants can transfer knowledge to other community members.

B. Background:

Children worldwide suffer insidious forms of violence, exploitation, and abuse. Violence against children knows no boundaries. It happens in every country and in the places children should be most protected – their homes, schools and online. It can be physical, emotional, or sexual. In most cases, children experience violence at the hands of the people they trust. No matter their story or circumstance, all children have the right to be protected from violence, exploitation and abuse. Child protection systems help children access vital social services and fair justice systems - starting at birth. They reach out to the most vulnerable children, including those with disabilities; girls and boys who have been placed in alternative care; children uprooted by conflict, poverty and disaster; or living and working on the streets; or those who may become victims of child labour or trafficking or recruit into armed groups. Child protection systems prioritize children’s physical, mental, and psychosocial needs to safeguard their lives and futures.

UN AGENCY  has been supporting the Bangladesh government in establishing Child Protection Community Hubs and rolling out violence against children and women and harmful practices programs around the country in the most vulnerable areas in terms of child marriage, violence, corporal punishment, child labor, disaster-prone areas, climate change, high school drop-out, street children, children living at the brothels, etc. Child Protection Community Hubs offer nurturing and safe environments where children, including adolescents, children with disabilities, and their families, can have equitable access to comprehensive protection services, including recreational activities, mental health and psychosocial support, referrals to services, and rights-based training. The Hub hosts training sessions to increase the knowledge of children and adolescents on their rights and to increase awareness on issues such as child marriage, child labor, trafficking, gender-based violence (GBV), family violence (FV), birth registration, and response and referral to case management services.

Capacity Building is the development of competencies, abilities, and resources of individuals, and communities, which contribute to their sustained improved performance and positive social change. Building the capacity of the community on Handicrafts is such an intervention that strengthens the individual’s power, helps them realize their potential, enhances creative activities, continues a green environment, and integrates psychosocial support.

Children including adolescents and Community people, have potential, traditional experience, and creativity. Building their further capacity in handicrafts will encourage, inspire and strengthen their right to participation  and will support them for their  psychosocial wellbeing . Empowerment of children, adolescents, and women enable them to prevent and protect themselves by taking appropriate actions against violence against children and women and harmful practices. In fact, UN AGENCY  Bangladesh adopts a community-led approach by which children and their communities will identify child protection concerns by finding solutions within themselves. Children including adolescents and the community will also learn how to cope with difficult times, and shocks, be more resilient, and support peers who are suffering. 

C. Objectives and Expected Results

UN AGENCY  Child Protection section is seeking to engage an expert on handicrafts who would visit different areas of Bangladesh where Child Protection Community Hubs are established by the government of Bangladesh and build  up  the capacity  of children  and community  members  on handicrafts. S/he will also develop a module on handicrafts. Besides, s/he will ensure the participants can transfer knowledge to other community members. 

D. Description of Assignment:

  • Assessment and context analysis through field visits/FGD/Community Consultation/KII
  • Develop a detailed work plan.
  • Prepare a training module on handicrafts and field tests.
  • Build the capacity of 150 field staff of the government as Master trainers, and  (a minimum of 500 Children and Community members from vulnerable areas (MICS- 2019) will be trained by the consultant and master trainers under the direct supervision of the consultant). 
  • All 8 Divisions of the country; Dhaka, Mymensingh, Rajshahi, Khulna, Barishal, Sylhet, Rangpur, Chattogram, and Cox’s Bazar will be covered.
  • Ensure they can transfer the knowledge of handicrafts to others. 
  • Share monthly plan and report against the plan. 

E. Deliverables

  • Context Analysis report 
  • Training module 
  • Capacity building plan
  • Build the capacity of 650 Children and Community members and goverment staff 
  • Database of children and community members transferring knowledge of handicrafts 
  • Monthly Report 
  • Project completion report

F. Reporting requirements

  • Workplan within one week of contract signing 
  • Plan and Progress report every month 
  • Final Completion report after the end of the project

G. Consultancy Cost:

  • The consultant will receive a competitive fee or incentive each month upon submission of the deliverables.
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations. 

H. Administrative Issues

  • The  consultant  will  report  to  the  Child  Protection  Manager, UN AGENCY  Bangladesh and submit the deliverables outlined under sections D and E of this TOR.
  • The payment for the consultant will be given upon submission of the deliverables as per the agreed plan.
  • The travel and DSA-related expenses for each month would be settled at actual. Other expenses, such as communication, stationary equipment, laptop etc., will be borne by the consultant.
  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • Consultant will be responsible to pay all taxes as per government rules and regulations

I. Qualification requirement of the company/institution/organisation

  • Bachelor or Master in fine arts
  • Minimum five years of experience in training/capacity building on Handicraft production, like origami, crafts, textiles, recycled products, embroidery, sewing work, etc.  
  • Required previous experience in similar initiatives/activities with references
  • Education requirements could be relaxed if the candidates have expertise in handicraft production or working experiences in a similar type of project
  • Demonstrate working experience in the field of art with children at the community level.

Language Requirements

  • Excellent knowledge of written and spoken Bangla.
  • Working knowledge of written and spoken English is required.

Other requirements

  • High level of Integrity and commitment to responsibilities.
  • Conceptual ability, communication, and coordination skills.
