Reporting to: Director – People and Organisational Development
A. Purpose
The People Officer supports the implementation and integration of safeguarding, gender equality, and People & Organisational Development (POD) activities across the project. The role ensures that policies, procedures, and practices related to safeguarding, gender, and HR are effectively applied throughout the project lifecycle.
Additionally, the position contributes to staff wellness and engagement initiatives, capacity-building efforts, and maintaining a safe, inclusive, and respectful workplace. The role upholds UN Entity culture of accountability, well-being, and zero tolerance for harassment, discrimination, or abuse across the organisation and partner networks.
Job Responsibilities
B. Key Tasks and Responsibilities
1. Recruitment & Onboarding
· Support end-to-end recruitment processes for project positions, including assessments and interviews.
· Coordinate onboarding activities, ensuring new staff have access to tools, orientation materials, and safeguarding briefings.
· Deliver induction and orientation sessions tailored to project needs and organisational values.
2. Capacity Building & Staff Development
· Conduct training needs assessments in coordination with project leadership.
· Support planning and delivery of staff development and skills-building initiatives.
· Monitor effectiveness of capacity-building efforts and recommend follow-up actions.
3. Staff Engagement & Workplace Culture
· Promote an inclusive, collaborative, and values-driven culture across the project office.
· Facilitate team engagement events and wellness activities.
· Collect and relay staff feedback to inform POD decisions and improve employee experience.
· Provide support for staff transitions such as promotions, role changes, and exits.
4. HR Administration & Compliance
· Draft HR communications and maintain accurate and confidential staff records in line with data protection policies.
· Provide operational and administrative support to POD functions within the project.
5. Safeguarding, Gender & DEI Integration
· Assist with the roll-out of safeguarding and DEI initiatives at the project level.
· Ensure staff, partners, and community members understand and adhere to safeguarding policies.
· Contribute to safeguarding risk assessments and the implementation of mitigation plans.
· Support delivery of safeguarding and gender-responsive trainings.
· Promote a safe, respectful, and inclusive work environment for all staff and field teams.
Note: Responsibilities may be revised by the line manager as needed.
Compensation and Other Benefits
C. Payment
People Officer will receive monthly gross BDT 65,000/- (flexible for deserving candidates) Festival bonus, provident fund, gratuity, life insurance for self, health insurance for self, spouse and children, cell phone allowances etc. are applicable as per policy provision.
D. Administrative issues
- For timely payment by the HR service provider, the Supervisor will forward the certified attendance sheet and confirmation of received deliverables for the respective period.
- Stationery and other office equipment will be borne by the community mobilizer.
- The contractor/consultant will be responsible for paying all taxes as per government rules.
E. Qualification requirement
Education
· Bachelor’s degree in Human Resource Management, Management, Public Administration, or related field.
· Advanced studies in Organisational Development or related subjects preferred.
Experience
· Minimum 3 years’ experience in HR or People functions.
· Strong knowledge of contemporary HR practices, trends, and processes.
· Familiarity with working in culturally diverse or international organisations is an advantage.
· Demonstrated experience in Learning and development, staff engagement and wellness initiatives.
Desirable Skills & Competencies
Skills
· Strong understanding of HR principles, practices, and regulations.
· Thorough knowledge of Bangladesh Labour Law (mandatory).
· Experience in staff development and facilitation.
· Strong presentation, communication, and interpersonal skills.
· Proficiency in MS Word, Excel, PowerPoint, and HR-related software.
· Knowledge of safeguarding principles preferred.

· Ability to maintain confidentiality and handle sensitive information.
· Strong interpersonal understanding with ability to build trust and support.
