Reporting to: Chief of CXB Office/Construction Specialist, BCO
A. Objectives
Under the general direction and guidance of the Chief of Field Office and technical supervision of Construction Specialist P3 in Dhaka the Construction Engineer in CXB will be required to:
- The Construction Engineer will provide support for the construction activities for all UNICEF Cox’s Bazar construction/renovation sites in the camps, host community and in the office compound
- Monitor and inspect the execution of the ongoing construction and renovation works, verify progress milestones as per planned schedule, check materials quality and field test.
- Maintain smooth coordination with UNICEF responsible units and construction companies with regard to all ongoing construction sites in the camps as well as in the office facilities.
- Assist in certifying construction work specifications and recommendation for payment as per construction project milestone and BoQ.
- Assist with negotiating and obtaining relevant technical approvals from relevant local authorities and standard compliance agencies.
B. Background
UNICEF is managing a significant construction portfolio in Rohingya camps in Cox’s Bazar. Currently more than 80 facilities in the camps are under reconstruction/renovation, and the new construction of temporary and semi-permanent structure have been commissioned. In addition, the urgent renovation works in UNICEF office facilities have been started. All these projects are implemented by UNICEF and executed by construction companies. To ensure compliance, timely implementation and quality assurance, and in the absence of UNICEF CXB-based construction engineer, a full-time Construction Engineer consultant is to be engaged for the period of six month implement the project portfolio. The construction engineer will require to manage the overall activities, provide technical support for all associated works, maintain smooth coordination between all the party’s and ensure construction works are being conducted as per the set timeline and standards.
C. Scope of work
- The Construction Engineer will provide full range of specified engineering services
- in support for all ongoing construction activities in the camps:
- Integrated Nutrition Facilities (INF) in Camps 5 and 1W: 2 INFs of weather-resilient structure. Progress – advanced, but significant amount of works is to be completed. The set deadline is 31 October is overdue.
- Learning Centers (LC) – 17 LCs, bamboo structure. Progress – advanced. 10 LC to be handed-over in early November, 7 LC – by 15 November 2025 and remaining will be completed by 30 November 2025. List of pending works was compiled and needs to be executed before deadline.
- Multi-Purpose Centers (MPC) – 60 MPCs under renovation being executed by 2 institutional vendors: 15 completed, 10 due early November, 35 outstanding. The deadline was set for 30 November 2025. List of deficiencies was detected and to be rectified. Works need acceleration and monitoring.
- Weather resilient MPC construction – 4 MPCs in Camps 9,10,4, 20. Progress - initial stage: layout and dismantling; foreseen completion is overdue; identified unresolved issue with the land legal status for one site that might need change of the site. LTA vendor review is ongoing.
- Reconstruction of Learning Centers (LCs) – 15 LCs are under reconstruction Progress: BoQ finalized. Construction works expected to be initiated by 20 November 2025.

Job Responsibilities

Within the defined project scope Construction Engineer will perform the following works
Technical support:
1. Site Assessment
Evaluation of site characteristics and preparation of detailed analysis with recommendations for design and implementation.
· Assessment of existing construction
verify structural integrity and functionality of existing construction, quality of finishes, accuracy of the as-built design drawings, and if not available, prepare architectural drawings of existing buildings.
· Assessment of sites for new construction if the new site is identified for MPC
Conduct sites surveys (topographical, geotechnical and engineering); verify the land legal status and construction laws.
2. Technical Documents
Development of construction technical documents, and obtaining necessary construction permits, if required.
· Bid technical documents
Prepare or check and review the construction drawings and Bill of Quantities (BoQs) and confidential cost estimate; and compile all technical documents (design drawings, specifications and bill of quantities). Assess and recommend any modification if required from technical point of view.
· Permitting
Compile technical and administrative documents required for requesting permit and obtain necessary construction permits1 from Authority.
3. Technical Support to Procurement
Assisting UNICEF in the solicitation process and the selection of qualified construction companies.
· Technical evaluation
Assist in the evaluation of technical proposals, visits to bidders’ offices and relevant projects, verification of references, etc.
4. Quality Assurance and Site Supervision
Technical oversight of ongoing construction activities to ensure compliance with specifications and signed contract and provide advice to UNICEF on any potential risks
related to timeline, budget and quality of works.
· Quality assurance
Undertake quality assurance and quality control plans and related procedures; review and approve contractor’s construction schedule, detailed designs, shop and as-built drawings; inspect material sources and materials’ tests.
· Site supervision
Assist in project’s start-up; inspect and monitor time, progress, cost, quality and quantity of works and other agreed targets; certify payments and assist UNICEF in the control of variation orders; document project records that provide the necessary evidentiary and analyses in case of claims and disputes; ensure that works are executed in accordance with local Bylaws, national and international health and safety standards, quality standards and signed contract; liaise and co-ordinate with local authorities, if required; issue the Certificates of Partial, Substantial and Final Completion of works; prepare monthly progress reports and final narrative report.
5. Social and Environmental Screening
Ensuring sustainable development and providing direction for the management of social and environmental risks, prepared by an Environmental Scientist with min 8-year relevant experience.
Assess social and environmental risks and impacts associated with each of the following standards: labor and working conditions; resource efficiency and pollution prevention; community health, safety and security; land acquisition and involuntary resettlement; biodiversity conservation and sustainable management of living resources; indigenous people; cultural heritage; climate-resilient development. Determine the level of risk; develop a risk management plan.
E. Deliverables
By end of November 2025:
1. Completion of Integrated Nutrition Facilities (INF) in Camps 5 and 1W. as per project schedule. Certification of completion and obtaining of final documentation.
2. Completion of construction and handing over of bamboo Learning centers (16 LCs project) as per the project schedule. Final documentation is made available.
3. MCPs are renovated, and completion of works is certified. (28+32 MPCs project)
4. Cox’s Bazar office premises roof and warehouse roof are renovated, leakage rectified, works certified and documented.
By end of December 2025:
5. Weather-resilient MCPs monthly progressing as per the project milestone. Daily monitoring update and monthly reporting, progress and deficiency reporting.
6. Additional LCs reconstruction started and progressed as per the project milestones. Daily monitoring update and monthly reporting, progress and deficiency reporting. (15 LCs +1TTC Project)
7. MCPs are renovated, and completion of works is certified. (4 MPCs for DSS project)
From January 2026 to end of contract:
8. Construction engineer will provide full support to programme section with documentation for all ongoing and new projects, including daily update reports, records of coordination meetings, permits and correspondence with local authorities, communication with partners and relevant entities, completion certificate and progress reports for ongoing projects, any incident report and final consultancy report.
Compensation and Other Benefits
F. Payment
The Construction Engineer will get BDT 180,000.00 per month; BDT 1,089,000 for 6 months
G. Administrative issues:
1. Consultant will be located at Cox’s Bazar and report to Operation Manager, or CFO, and for technical issues Construction Engineer in BCO
2. Office-based, min 8 working hours a day.
3. Consultant will get 180,000.00, BDT per month including travel and DSA; other cost related to communication equipment, PC/laptop etc. to be born by the consultant.
4. Office place, working station will be in UNICEF Cox’s Bazar field office, Motel Road, Cox’s Bazar, Bangladesh.
5. Travel cost or any other travel arrangement to be born by the consultant
H. Qualification requirement
Education: Bachelor of Science in Civil Engineering
Work Experience:
· 5-6 years of professional work experience in the field of building construction and & renovation works
· Ability to conduct field assessment, check technical compliance and specification of construction activities following BNBC and other international code
· Knowledge of structural drawing of reinforced concrete, steel, masonry, and timber as applied to construction of buildings and structures
· In hand knowledge in steel/prefab structure construction.
· Knowledge of finishing works, interior works
· Knowledge & experience of documentation in terms of Project handover
· Proven ability to identify potential problems and recommend appropriate solutions
· Ability to coordinate with UNICEF staffs, address & respond to queries
I. Language Requirements
▪ Fluent in Bangla and in English written and spoken
