FINANCE OFFICER

Duty Station:  National Malaria Elimination and ATDs Control Program Office, CDC, DGHS, Mohakhali.

Contract Duration: 10 Months (Up to 31 December 2025)

Job Responsibilities

A. Scope of Services:

Under the guidance of Line Director, CDC, DGHS and Supervised by Deputy Program Manager, Malaria Elimination Program, Directorate General of Health Services, the Finance Officer will provide the following supports:

  •          Preparation of Program Budget and Work plan compliance with The Global Fund guidelines.
  •          Execute, co-ordinate, review and monitor all financial activities of The Global Fund Grants.
  •          Preparation of Progress Update, Disbursement Request, Annual Financial Report (AFR) and any other requirements from the donor.
  •          Conduct periodic analysis of grant specific financial and fiduciary risks and implement mitigation actions.
  •          Coordinate with auditors in finalizing annual/periodic or any other audits of the project;
  •          Communicate and coordinate with Global Fund and Local Fund Agent regarding financial issues regularly;
  •         Preparation of all financial statements and reports using accounting software ensuring The Global Fund requirements are followed, list of transactions are up-to-date at all times, reconciles with the report and trial balance/ledger maintained in books of accounts.;
  •          Preparation of bank reconciliation statement and cash flow statement monthly, quarterly and yearly.
  •          Ensures that the financial management system in place is optimal and the internal control environment is efficient.
  •         Identify areas for improvement in the relevant standard operating procedures and systems, recommend solutions and help implementation of agreed recommendations.
  •          Follow-up on management action points, recoveries and other periodic communication from The Global Fund and ensure that actions are taken in a timely manner.
  •          Reportable to Finance Manager or Assistant Finance Manager of NMEP.
  • Undertake any other activities as assigned by the Line Director, CDC

Compensation and Other Benefits

B. Payment:

The Finance Officer will get BDT 1,10,610 per month (BD-Taka One Lakh Ten Thousand Six Hundred Ten)

C. Required Qualifications and Experience:

  •       Bachelors in Accounting/ Finance with grant financial management experience as essential, and masters in Accounting/ Finance/ACCA as desirable requirement
  • At least 5 years of experience in relevant field; however, experience may be relaxed for candidates who have financial management experience with The Global Fund grants;
  • Experience in working with Government will be an added advantage;
  • Ability to interpret rules laid down in the grant agreement;
  • E-communication skill for this position is essential;
  • Competency in integrated software-based accounting system with excellent knowledge in MS Excel, MS PowerPoint, MS Word. 
  • Good written, spoken communication skill in English is essential
