A. Purpose
The overall purpose of MNCAH officers is to supplement the capacity of UN AGENCY implementation especially at the district and sub-district level.
- MNCH officer will support sub-national level health and administrative authorities for day-to-day planning and implementation of UN AGENCY supported activities.
- They will coordinate with the DPs and other NGO partners supporting implementation of MNCAH program to achieve the result in MNCAH areas.
- The MNCH officer will facilitate capacity building and provide technical assistance to enhance the quality of maternal, newborn, and child health services at all levels based on data through strengthening community-based health information system
B. Background
Starting from January 2022, UN AGENCY had started new country program document (CPD) for Bangladesh, in which it is focusing on rapid recovery from the coronavirus disease 2019 (COVID-19) pandemic and health section plays a vital role. The health component of CPD is aimed at ensuring that all children, adolescents, and women have equitable access to and use quality, high-impact health services and adopt appropriate healthy life practices. Most of the focus is towards Universal Health Coverage through support for policies, strategies, investment cases, fiscal space analyses and delivery models for primary health care within the COVID-19 response.
In this regard, through systematic analysis, UN AGENCY had identified priority districts through which majority of UN AGENCY support will be provided. Over collaboration with Ministry of health and family welfare, UN AGENCY had reinforced the care and treatment of maternal, neonatal, adolescent, child and lastly quality of care in the country.
C. Objectives, Purpose and Expected Results
The overall objective of field officers/MCNAH officers is to supplement the capacity of UN AGENCY implementation especially at the district and sub-district level. The officer will have to follow up closely with sub-national level health authorities (DGHS, DGFP) and with other administrative authorities for day- to-day planning and implementation of UN AGENCY supported activities. These include developing plan with budget, drafting and finalization of financial related documents (e.g., DCT and liquidation), monitoring of activities for quality control and lastly providing technical assistance for overall implementation.
Furthermore, the officers will also coordinate with the DPs and other NGO partners supporting implementation of MNCAH program to achieve the result in MNCAH. MNCAH Officers will be stationed in UN AGENCY priority districts, however, she/he will also be responsible for UN AGENCY supported activities at divisional level and in assigned districts.
Job Responsibilities
D. Description of Assignment
The officers will perform the specific defined task with timeline in collaboration with DGHS, DGFP, and other partners in the assigned districts. The officers will report to Zonal health Officer every month focusing on the progress of the overall indicated activities. S/He will ensure timely quality accomplishment of MNCH program implementation at the facilities including Maternal Health, Newborn Health, Quality Improvement initiative and other related activities at the community level.
Officers will be stationed at assigned district headquarters and travel to the district/upazila health facilities as per weekly travel plan according to program need. The assigned districts may be changed according to program needs however UN AGENCY will notify the officer in timely manner. The officers will work 5 days a week except government holidays as per GoB policy.
E. Deliverables
The assignment is designed where the below tasks are expected:
1. Review progress through regular monitoring and update MNCAH health situation of assigned areas
2. Develop need-based evidence based MNCAH plan with budget for assigned areas/division/district/upazila/CC.
3. Timely allocation of funding transfer of UN AGENCY supported program according to HACT procedure.
4. Ensure completion of activities as per planned.
5. Technical support to EPI activities to ensure additional children are immunized and systems are strengthened in routine EPI, different vaccination campaign, through effective planning meetings, EVM, regular monitoring including vaccine stocks and functionality of the cold chain.
6. Technical support for implementation of maternal, newborn, child, adolescent, environment, and emergency response
· System strengthening for Reaching Every Mother and Newborn activities in targeted districts (planning, implementation, monitoring and reporting)
· Technical support for strengthening MPDSR program to improve death notification, verbal autopsy of community death, facility death review, monthly sub-district MPDSR program review, quarterly cause analysis and response plan development
· Technical support to implement MPDSR response plan for improving quality of care in facilities such as, introducing QOC standards and PDCA approach
· Support the implementation of newborn activities such as DCA/NCD/M-SCANU/KMC activities in MCH, DH, UHC and in community
· Act as the facilitators in case of emergency response such as fire safety, oxygen, COVID-19, flooding, and Dengue
· Support the implementation QI initiatives including MPDSR, 5S, PDCA and WASH in HCF in all areas of UN AGENCY activities through technical support to the QIC committee at district and facility levels and systematic inclusion of the issues in QoC and IPC in facilities.
7. Technical support in programme monitoring
· Provide technical support to improve the timeliness, completeness and quality of reporting from all levels.
· Technical support for programme coordination, data validation meetings at all levels both with DGHS and DGFP
· Support to establish a system to conduct the regular comprehensive programme review meeting from Union, and Upazilla level with the participation of DGHS and DGFP personals.
· Provide support to develop capacity for sub-national health managers for periodic review of MPDSR data in facility, community and MCCOD data in district level
· Provide technical support to local health managers to analyze and interpret the trends of data and share with related authorities and national level
· Link the data trend with upcoming activities for effective use of data for decision making
8. Final deliverable report.
Compensation and Other Benefits
F. Payment
BDT 160,000 per month for consultancy fee and BDT 30,000 fixed travel cost .
G. Administrative issues
· The consultants will report to respective zonal health officers.
· The consultant will bear the cost of communication and will use his own computer.
· Stationery and other office equipment will provide by the Consultant.
· Consultant will be responsible to pay all taxes as per government rules and regulations.
H. Qualification requirement of the company/institution/organization
- MBBS degree with preferably MPH or any related subject with at least 5 years working experience with government and UN partners.
- Working experience in developing countries specially in Newborn, Child and adolescent programming, implementation, gender-based programming, providing training on Child, Newborn, and adolescent health.
- Good working relationship with the Ministry of Health and GOB high officials, UN AGENCY, WHO, Save the children would be an added advantage.
- Special priority will be given to those who have experience in working on similar projects with GOB or private sectors.
