Reporting to: Nutrition Officer, Nutrition Section

A.    Purpose

The purposes of this assignment are to:

1.      To assess and monitor the status of facility-based management of severe acute malnutrition (SAM) service deliveries at designated health facilities that includes UHC, district general Hospitals, and Medical College under Ministry of Health and Family Welfare (MoHFW).

2.      Identify the gaps in capacity, HR, logistics and supply.

3.      Assess the functionality status of SAM facility.

B.    Background  

In Bangladesh there are case burden of about one Million Severe Acute Malnourished children (SAM) in a calendar year. Out of this, around 10% of those children need inpatient care services. Nationwide, there are 436 health facilities both at District and Upazila level providing inpatient services for SAM children. To provide the services, readiness of the health system for SAM management is important in coping with the growing number of SAM cases and supporting DGHS and NNS/IPHN in planning appropriate sustainable responses. National Nutrition Services (NNS) already developed a Costed SAM Action Plan, where SAM facility assessment was incorporated as one action which help to know the actual readiness of these facility and make strategy to improve the situation. So far, a total of 3 rounds of virtual SAM facility assessment and two round physical assessment were conducted. All the previous assessments helped to identify the gaps and took action to resolve some of the bottle necks, especially reducing the supply gap and improving the functionality of the facilities.


Job Responsibilities

C.    Objectives, and Expected Results 

The objective is to assess and monitor the status of inpatient SAM service deliveries at designated facilities. The exercise helps to identify gaps and opportunities to further strengthen the quality health services for SAM children. The findings of the assessment are needed to guide NNS on how to strengthen health systems and ensure services for SAM children. This assessment, therefore, quickly assessed the readiness of all SAM units established in different Government Health facilities in Bangladesh and help to develop appropriate methodology to improve the functionality of the facilities.

This facility-based assessment exercise will be conducted by visiting all health facilities providing SAM services at District and Upazila level, 436 facilities. A standard questionnaire will be developed based on the guideline of WHO, Service Availability and Readiness Assessment (SARA), USAID, Rapid Health Facility Assessment (R-HFA), and Nutrition Cluster Capacity Mapping Tool.

The data will be collected through smart phone by using real time data collection tool

(ONA) from all 436 health facilities.

A total of 34 Nutrition Volunteers will be hired to collect information from the targeted health facilities and the facilities will be distributed among the Volunteers. NNS/IPHN, Nutrition Officer UNICEF, MYCN Consultant UNICEF and NIPU will be involved in monitoring the interview as well as provide supportive supervision to data collectors. A data collection check list will be developed that includes the information about the facility, focal person contract information. Prior to data collection, training will be provided to all data collectors by Unicef Nutrition Officer. As part of the training, the trainees will practice the tool through mock interviewing among themselves.

After data collection, it will be analyzed by using SPSS/Spread Sheet and the final report will be published. Based on the analysis, a composite indicator such as a score card or Index  will  be  generated.  Moreover,  different  data  visualization  tool  (DVT)  will  be developed to visualize the availability and reediness of the SAM unit for quick reference and decision making.

For approval, the detailed assessment plan will be shared with NNS/IPHN line director. Once received approved, a letter will be issued from NNS, IPHN to all Hospital Superintend, CS and UH&FPO.

                       D.   Key Tasks and Responsibilities 

The Nutrition Enumerator during the facility assessment period will support Nutrition Officer of UNICEF Bangladesh and NNS to conduct SAM facility readiness assessment.

The consultants will be responsible in the overall implementation of the assessment in line with the jobs mentioned below.

·         Update existing SAM facility list

·         Communication with CS, Hospital Superintendents, SAM focal persons, IMCI&N focal persons and store in charge for scheduling interview

·         Data collection from IMCI&N corner and SAM unit using ONA, follow the developed tools

·         Cross checking the availability of supply and logistics with the letters issued from

·         NNS in 2024

·         Data cleaning

·         Reporting and documentation of all activities

Compensation and Other Benefits

F.     Payment

The enumerator will get BDT 60,000 for 20 working days as a consolidated package.

G.    Administrative issues: 

For payment by E-Zone on due time, the Supervisor will forward the certified

attendance sheet and confirmation of receiving expected deliverables for the respective period.

    Stationery and other office equipment will be borne by the community mobilizer

    The contractor/consultant will be responsible for paying all taxes as per government rules

H.     Qualification requirement

·         Bachelor's degree in nutrition and food sciences

·         Experience in working with UN agencies as volunteers

·         Experience in Windows, Android OS and application, Office package and Computer

Literary.

·         Basic knowledge of the internet, network command, emailing, and browsing tools.

·         Good communication skills, the ability to listen intently to customers as they describe their difficulties pairs nicely with clear communication skills.

·         Fluent in Bangla and working knowledge in English.

·         Ability to work under pressure.

▪ Fluency in Bangla and good English communication skills are required.
